Dr. Carlisle Pruvenheim is one of the recurring characters of Duckman: Private Dick/Family Man. He was a computer scientist who was responsible for creating Loretta.

Dr. Pruvenheim was seen unveiling a giant supercomputer in Gripes of Wrath.
There's a lot of obvious hints to his disdain towards the myriad of imperfections that come with human society, almost disclosing to the public that he's trying to "cleanse the planet" of their kind.
Loretta, the supercomputer, had set forth to remake the world to better serve the problems of the "little guy", which caused Carlisle to run off and join Star Search.
In The Mallardian Candidate, Dr. Pruvenheim is seen in a brief cameo at the tail end of the episode.
He's next to a woman who says "Good. They don't suspect a thing." before the two start laughing manically.
